This position will be filled on a one or two year Visiting Scientist Appointment, Intergovernmental Personnel act (IPA) Assignment Basis, or Federal Temporary Appointment.

The National Science Foundation is seeking qualified applicants for the position of Program Director in the Mathematical and Physical Sciences (MPS) Division of Physics (PHY). This position involves responsibility for the planning, coordination, and management of resources for research and human resource development in one of the disciplinary areas under the purview of the Division of Physics.

Responsibilities of the Program Director include:
Maintaining a healthy balance of support for all the needs of the research and education enterprise either through program, division, Foundation, or interagency activities.
Managing program resources so as to provide optimal appropriate scientific judgment to insure fairness and consistency in the grant/declination process without conflict of interests, and with balance among appropriate sub-fields and institutions, and participation of all qualified scientists.
Managing an effective, timely merit review process, with attention to increasing the size and quality of the reviewer pools and insuring participation by women, minorities and disabled scientists.
Providing scientific expertise, evaluation and advice for other programs in NSF, including international programs, other research programs, and cross-directorate programs.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
Applicants must have a Ph.D. or equivalent experience in a scientific discipline supported by NSF. In addition, applicants must have six or more years of successful research, research administration, and/or managerial experience pertinent to the program of interest. We are especially interested in applicants with a Ph.D. or equivalent experience in one of the programs covered by the Division. This position will be filled on a one or two year Visiting Scientist Appointment, a Federal Temporary Appointment or an Intergovernmental Personnel Act (IPA) assignment. Federal Temporary and Visiting Scientist appointments will be made under the Excepted Authority of the NSF Act with a current salary range of $105,211to $163,957 including locality pay for the area.

Benefits and Other Info
BENEFITS:
For a Visiting Scientist appointment, the individual is in a non-pay leave status from his/her home institution and is appointed to NSF's payroll as a Federal employee. NSF withholds Social Security and provides reimbursement to the home institution for fringe benefits.
For a Federal temporary appointment of more than one-year, the usual civil service benefits (retirement, health, and life insurance) are applicable.
Under the provisions of the Intergovernmental Personnel Act, assignees remain on the payroll of his/her home institution and the home institution will continue to administer pay and benefits. NSF will reimburse the home institution for NSF's negotiated share of the cost of the assignment. Individuals eligible for an IPA assignment include employees of State and local government agencies, institutions of higher education, Indian tribal governments, federally funded research and development centers and qualified nonprofit organizations.
